Scope of Works Preparation

The spread of contamination during a fire or a flood is indiscriminate; it affects everything in its path to a greater or lesser degree. The manner in which materials are affected by contamination is a complex subject and requires a high degree of technical input across a multitude of disciplines. But who should be responsible for identifying what has been affected, to what degree and how should the affected structure/item be decontaminated? Who should liase/negotiate with all the interested but disparate parties, (builders, service engineers, maintenance staff, equipment suppliers etc.), as to what the scope of the decontamination works should be. Often you are dealing with contractors/suppliers who have no previous experience of fires/floods and do not understand the concept of decontamination. They naturally feel more comfortable with the idea of ‘rip-out and replace’. But is this the most practical and cost-effective approach to adopt? Does it minimize business interruption? In most cases the answer is no but somebody must be able to persuade sceptical contractors/suppliers otherwise. In such situations affected you need to be able to seek out independent and impartial technical help.
